Todo marks that there is something left to do in an article. It is a lesser form of unfinished and should be used whenever an important section should be added but there's no time.

A todo note is created by inserting {{Todo|work}} where "work" should be replaced with the work that is left. The tag should, if possible, be placed where the new work should be inserted.
